Several ordinances and proposed amendments to be discussed at select-board meeting May 18

NORWAY — The town’s select-board will hold a public hearing Thursday, May 18, beginning at 7 p.m. on the following items that will be considered by Norway voters by ballot June 13:

DO YOU FAVOR PASSAGE OF AN ORDINANCE PROHIBITING RETAIL RECREATIONAL MARIJUANA ESTABLISHMENTS, RETAIL MARIJUANA SOCIAL CLUBS AND COMMERCIAL GROWING OF RECREATIONAL MARIJUANA IN THE TOWN OF NORWAY?

This ordinance prohibits all types of retail marijuana establishments as well as retail marijuana social clubs in the Town of Norway. However, private use as defined under the Marijuana Legalization Act, 7 M.R.S.A. c. 417 would still be allowed.

DO YOU FAVOR PASSAGE OF PROPOSED AMENDMENTS TO THE NORWAY SITE PLAN REVIEW ORDINANCE THAT WOULD IMPLEMENT THE COMPREHENSIVE PLAN POLICY FOR RURAL VILLAGE AREAS?

These amendments would limit large and certain types of developments at small villages at the intersection of Morrill and Norway Center roads, Greenwood and Morse roads, Norway Center and Morse roads, and French and Wiley roads as depicted on the Future Land Use Plan Map in the Norway Comprehensive Plan Map (amended).

SHALL THE TOWN AGREE TO THE TERMINATION OF THE AGREEMENT FOR JOINT RECYCLING AND THE DISCONTINUATION OF THE OXFORD COUNTY REGIONAL RECYCLING CORPORATION TO BE EFFECTIVE JULY 1, 2017?

Note of Explanation: The Board of Directors of Oxford County Regional Recycling Corporation have voted to dissolve the corporation and the recycling for Norway and Paris would continue and be carried out by Norway Paris Solid Waste.

And as a warrant article on June 19th:

ARTICLE 10: To see if the voters will amend the Norway Building Code Sec. 18 Right of Appeal; the Norway Shore land Zoning Ordinance, Section 16 H, Appeals; the Norway Subdivision Review Ordinance, Section 801.5 Appeals; and the Norway Site Plan Review Ordinance Section X Appeals, to contain the language provided by the town attorney to provide for the appeals of decisions made in enforcing each ordinance.

ARTICLE 11: To see if the voters wish to amend the Norway Rental Occupancy Ordinance as suggested by the code enforcement officer.
